接口说明
为服务器上的媒体文件（如录像文件）添加或更新备注信息。执行备注操作前，请先调用录像查询接口获取文件信息，本接口的请求参数主要来源于录像查询接口的返回结果。
数据权限说明
只能操作登录账号已有权限的设备
