1. function description

Upgrade the tomcat version and fix vulnerabilities in earlier versions to meet the requirements of equal protection evaluation.

2. operation steps:

2.1 Shut down the web server

2.2 Back up the bin folder and lib folder in the 'E:\CMSServerV6\tomcat' directory

2.3 overwrite to update files under bin and lib
